in Hebrew the rootהלל means going "wild" as in לשחוק אמרתי 'מהולל' וכו or אמרתי להוללים אל תהולו ,David is keep on telling us that his soul is "going mad" "delirious" "crazy" ,for Hashem. When he sees Gods hand in Nature History & Torah -the three main areas where Gods glory unfolds & is revealed to humans - he can't contain himself............ Now is the perfect time in the year! Spring!
